This is the government of Telangana with a view to promoting planned development of urban areas in the State. The Government has observed that there are many unapproved and illegal layouts that are violating the Statutory Development Plan/Master Plan and Layout Rules. This is effecting the goal of planned development along with the planned extension of services and amenities by the local bodies. The problem is that the local bodies lack the power to enforce these rules. Therefore, the government is issuing rules for the regularization of unapproved layouts.

The rules are aimed to regularize the development of areas that are not in compliance with the Master Plan and Layout Rules. These rules also include provisions for owners to come forward and request approval for their properties. If they do not do so, the properties will be regularized under the government's plan. Once the request is approved, the local government will be notified and the owners will be notified as well. The local government will then be in a position to issue a certificate of approval to the owner.
